If the applicant is outside France, the corresponding long-stay visa is first obtained through the French consulate or an authorised visa centre.
Depending on the category, this may be a VLS-TS long-stay visa, or a long-stay visa followed by the issue of a residence permit in France.
If the applicant is already legally resident in France, in certain cases the permit may be obtained — or the status changed — directly within France.
